New Information is analogous to a program that needs to be installed in your brain before it can be used, similar to how a computer program needs to be installed before it can be utilized. Both, the realist and idealist propositions appear everywhere.
In theory, the definition of the voter and voter-like group and it's protection of autonomy distributes power through allocation of political capital and monetary capital in that specific order a priori.
In praxis, political capital and monetary capital can control voter and voter-like group behavior in form of New Information at scale through big data and behavorial economics misuse in that specific order a priori.
Privacy Laws represent the norms that aim to protect the voter and voter-like group from New Information capture which is just big data in conjunction with behaviorial economics misuse.
When Positive Privacy is the right of a protected group to be secluded, Negative Privacy is the right of a protected group to seclude itself. Informational Negative Privacy is thus the right of a protected group to not be subject to New Information without explicit consent by that group.
